昨夜、ヒューロン・トランスグローバル社の内部報告書が手に入った。疑問はふたつある。ひとつ目は何故このような当たり障りのない資料を最高機密と扱っているのかということだ。ふたつ目は、私だけのことかもしれないが、第3フェーズの名称が当初聞いていた話と異なるように思えるのだ。このような矛盾があるのは何故なのだろうか？

いずれにせよ、数値の意味するところがはっきりしないときには、苛立つこともあるだろう。私に分かる範囲では、テッセレーション後のポータルネットワーク活性水準を調査するために計測が行われたことを報告するものだ。したがって、この数値が裏で進められている抗争を評価するものとは思わないし、この数値でどちらの陣営がこのプロコトルに勝利を収めると示すものでもないだろう。そもそもこのプロトコルには戦うべき相手もいないのだからね。どちらの陣営も撤廃された基準値は上回っているし、確かに報酬やメダルがあれば数値に影響を及ぼしたのだろうが、NIAがその要件を撤廃したことで、そうした意図はなくなっただろう。いずれにせよ、エージェント諸君を煩わせかねないようだ、今後入手することがあれば、数値は伏せるようにしておこう。

Truthseekers: This Hulong internal report came in last night. Two questions: One, why would this be considered TOP SECRET, when most of the text seemed harmless. Two, is it just me, or does the name of Phase 3 looks different from what we were told? Why the inconsistencies?- PAC

RESISTANCE / 9XX,XXX /1,5XX,XXXThe data shows conclusively that the Portal Network is functioning at or above pre - Tessellation levels . In other words , Exogenous influence is not required to keep a steady flow of XM running through the Portals .
Phase 2 ( See With New Eyes ) was intended to measure how Agent activity post - Tessellation can infuse XM with their Factional essence .
As has previously been reported the inspiration that is imparted via XM once came from the Exogenous , but now - since the tuning of the Tessellation - the source of that inspiration has become humanity itself . So , in Phase 2 , we encouraged certain kinds of Agent activity to evaluate this . It does indeed appear that not only is Agent Scanner activity infusing XM with their own essence , but that the nature of the XM output does correspond to the Faction of the Agent making the contribution .
Precisely what makes Resistance attuned XM different from Enlightened attuned XM , and what effect that has on Sensitives bears further study . Though the Shapers had been in ascendancy for the past several centuries prior to the Tessellation tuning , and as such had been demonstrably active in exerting influence via XM , it is not known the degree to which the N'zeer , too , had been subtly influencing human behavior from exile .
Perhaps cross - referencing this new data with archival readings will shed light on that question .Phases 1 and 2 have laid the groundwork for Phase 3 ( Protect Their Minds ) which is already underway . By analyzing the data from the previous phases , I believe we can come to understand the mechanism by which XM can influence human thought and behavior And once that has been isolated , we should be able to build in safeguards to prevent the abuse of those methods , going forward .
* Reactive units are virtual metrics designed to evaluate the Agent action versus response level of the Portal Network .

Accidentally quoted, now I can't unquote @Bihotz's comment. Anyways, I understands numbers can be frustrating sometimes if the intentions aren't clear. As far as I know, according the report, the metrics were tracked because this was a study on the activity level of the Portal Network post-Tessellation. So I wouldn't interpret this as suggesting there were still background competition being evaluated. The numbers definitely doesn't suggest any Faction won the protocol, because there is no competition for this very Event.Both Factions crossed the now-removed-threshold. Certainly rewards and medals would've affected the numbers, but it is not the intended study here, since the NIA has officially removed the requirements. In any case, seeing this could be potentially troubling to Agents, I'll be sure to redact the numbers if they are ever intercepted in the future.
