We report the following situation in the city of Masaya and many other departments of the country of Nicaragua, all our proposals are denied by a small group from Costa Rica that is in charge of establishing their own rules and decide to deny the proposals that are not theirs, this includes to many areas of Costa Rica.
The Pokemon Nicaraguan trainers and ingress agents community request your help to allow trainers from Nicaragua to be able to approve or deny requests for pokestops all around the country, the ones who really know the country and are able to approve or deny with more efficiency and objectivity the request for pokestops so that the Pokemon community from Nicaragua can grow even more than we are now.

Hi there,
Thanks for raising this issue. I have taken the report to our team and reviewed the situation and it looks like many of the nominations in question were denied for correct reasons: incorrect locations, private residence, no safe pedestrian access, on school grounds.
Now, I'm not privy to conversations that are happening in other private groups (e.g. Discord), but if you have evidence of those conversations, I recommend submitting them via the abuse form to get to our team correctly.
