+Hulong Transglobal's XM Labs have been able to work out some of the details regarding the upcoming anomaly in Portland, Oregon. The anomaly will be measured three times, at Noon, 1PM and 2PM local time on Sunday, June 30th. See their document for further details.
According to +Ingress, a cross faction meetup is scheduled to take place at Ground Kontrol, a nearby arcade, after the anomaly ends.

EMERGENT XM ANOMALY - PORTLAND, OREGON, USAA recent uptick in Exotic Matter activity has enabled us to predict an XM Anomaly in Portland, Oregon, USA. We expect the anomaly to occur in the early afternoon on Sunday, June 30th, 2013.
There are three separate clusters of portals that we expect to be connected to this anomaly.
Cluster 1 is nearby the Portland Art Museum, and consists of 23 Portals.
Cluster 2 is a group of 13 Portals, located near Chapman Square.
Cluster 3 is located near Pioneer Courthouse Square and contains 15 Portals.
We intend to measure the Anomaly three times.
At each measurement window, only one of the 3 Clusters will be active.
Of the Portals in that Cluster, all but 5 will have a value 2 for a Faction. The remaining 5 are expected to be unusuall volatile, and will have a value of 5 for a Faction. Links connected to any Portals in a Cluster will have a value of 2.
We will be unable to predict these 5 volatile points until approximately 10 minutes before the measurement window begins, we will announce these 'Volatile Portals' via Google+ to keep agents abreast.

Each measurement will take place at a random point within the first 5 minutes of the hour, i.e. somewhare between 12:00:00 and 12:05:00 for the Noon measurement.
The 3 exact measurement times are provided below, encrypted using a One Time Pad.
